Based on the resumed inspections by the State Pharmaceutical Service, an analysis of the situation on the pharmaceutical market and in order to improve it, a number of steps are planned to optimize the procedures of state market supervision. Changes are also planned to the Licensing Conditions in terms of regulating the activities of pharmacies and to the relevant legislation on controlling online trade in medical products. ThePharmaMedia was told about these and other innovations by the head of the State Pharmaceutical Service, Roman Isayenko.
Currently, at all levels, they indicate the need to check the educational and qualification level of pharmacy employees, since pharmacists do not always work there. Does the State Pharmaceutical Service detect this?
Indeed, during inspections of pharmacy establishments, as a rule, scheduled ones, facts are revealed when the educational and qualification level of their employees does not meet the requirements of the Licensing Conditions. The detected facts are documented accordingly, measures are taken in accordance with the requirements of current legislation.
At the same time, we understand that the reason for this may be the shortage of personnel in the domestic pharmaceutical market, as many qualified workers, especially women, left for other countries, fleeing the war.
At the same time, over the past year, the number of new pharmacy establishments in Ukraine has begun to grow again. In particular, new pharmacies and pharmacy points are opening in rural areas, new mobile pharmacy points are entering the routes.
Realizing the situation when the population cannot be restricted in receiving pharmaceutical care, and also in order to bring the qualification requirements for pharmaceutical workers into line with the current legislation of Ukraine in the field of education and professions, the State Pharmaceutical Service has developed a draft of amendments to the Licensing Conditions, which:
take into account the requirements of the legislation on the implementation of continuous professional development of pharmacists;
legal replacement of the professions/positions "pharmacist", "pharmacist-intern", "pharmacist" with "pharmacist", "pharmacist-intern", "pharmacist assistant";
The list of competencies and rights of clinical pharmacists, cosmetologists and pharmacists-interns has been expanded, in particular in terms of dispensing medicines to the population.
As a result, the continuity of professional development of pharmacists will be provided for at the legal level. The list of pharmaceutical specialties that will be allowed to dispense medicines in pharmacies will be increased, which is especially relevant in rural areas.
